1st) Do a clean install from fresh get the 9.02 ipsw from https://ipsw.me/when downloaded attach your device and press the left shift button and load up itunes, click on restore ipad and a pop up will come up and then locate your firmware for your device, and restore

2) Download Pangu9_v1.1.0 jailbreak from pangu's own web site http://en.pangu.io/locqate device and right click the mouse and run as admin, follow the on screen prompts (don't let time lag, specially when asked to allow pangu app to access your photo's and when time to click on pangu app on your device) make sure passcode is off as well as find my iphone and AND PUT INTO AIRPLANE MODE

3) Click on cydia app and let it do it's thing, then search for the following app which are needed

Apple file conduit 2 (installs cydia substrate, substrate safe mode)

Preference bootloader

I also installed the following

Activator 1.96 (it also installs Flip switch, Rocketbootstrap)

After this install your apps from cydia 1 at a time but now it shouldn't be a big issue,
