Is there any way to download the whole iCloud backup? I can't find the download button from icloud.com

Apple is very closed , it doesn't offer any ways to download iCloud backup files on computer , you'd better do a search on Google , there will be more and good ideas ,

I did that actually. Tried two methods but it didn't work at all

Absolutely you can download the whole iCloud backup. You can download-icloud-backup-to-pc

If you want download iCloud backup file directly, icloud.com can't do this, we should download iCloud backup files with the backup tool-Eelphone iPhone Data Recovery, which can backup iCloud and iTunes backup files to computer. Just sign in iCloud account, and then download iCloud backup files to computer.

As of the time of this writing, it is not possible to download iCloud Device Backups outside of Restoring an iOS device from said iCloud Backup. If you back up your device with iTunes, the file is saved in the iTunes directory on that computer.

How to recover iPhone data from iCloud Backup
Step 1. Install PhoneRescue software and purchase a license to get all the recovered data as the free versions only allows some data recovery.
Step 2. Open PhoneRescue window, click on Recover from iCloud and click on the bottom right corner arrow icon.
Step 3. PhoneRescue would ask your iCloud ID and password (PhoneRescue doesn’t collect your credentials). Enter the ID password of iCloud account from which you want to get the data.
Step 4. After successful sign in, you’ll see the data available in each category on iCloud servers.
Step 5. Select the category (Contacts, Photos, Calendar or others) and you’ll see a restore option to download the data on iPhone or PC. You can restore this recovered data to your Android device, PC or another iPhone device directly.

Don't know why you need to download the entire iCloud backup. You can download some backup file types by logging into iCloud on your computer. This can meet the needs of most people.
