I�m new here about the world of jailbreak and I want to know something more about the jailbreak 13.3.1 , because I need it compatible for my iPad (last device 2019).

It is very unfortunate that as of right now there is no exploit for iPadOS on 13.3.1 with your current device at this time.
However when a exploit is found, could be days, weeks or years, only then there might be a potential jailbreak released in the future.
It's always best to stay on the lowest firmware when possible, unless instructed by the Jailbreak community due to an upcoming exploit.
