I dont get notifications anymore after the update!

After updating to the iOS 13 GM, I’ve noticed some apps don’t show notifications like they used to. A good reasoning for that may be the app developer hasn’t updated it for iOS 13 BUT this notification bug also occurs with iMessage. I sometimes don’t see a notification pop up at all and a few mins later when I check my phone, I have a red icon on iMessage. And sometimes when I receive amessage and view it on my phone, I still get another notification on the Apple Watch displaying the same message I am currently viewing on the phone. Anyone else notice these anomalies?
