Appcake won't install app error code -999

Hi all,

I have a trouble with iPad mini.
I have iOS 9.3.5 running.
Yesterday I jailbreak my iPad using 3utools by installing Phoenix.
Then I downloaded Appcake and appsync unified from iphonecake repo.
Then I try to download game with Appcake but it says error -999.
Then I search some thread and it says I should reboot the iPad and try again.
Then I try reboot and then I cannot open both Appcake and cydia.
Then I follow some thread it says I should rejailbreak because it is semi untethered.
After I rejailbreak I can use Appcake and cydia but again cannot install cause by error -999.
My question is how do I install apps because I don't know what to do.
Can anybody guide me through?
Again I'm using iOS 9.3.5 jailbreak with Phoenix.

ipadmini is 32bit device.

99% of the files are 64bit only

so your device is old
